Suppose it is observed that (on average) all the globular clusters...?

Suppose it is observed that (on average) all the globular clusters on one side of the galactic center (say to the left of center) show a small red shift, while those on the other side show a small blue shift. Those in the direction of the center show no Doppler shift at all. How can this be explained??
